On this page we analyze the Education Qualification latest requirements and ordering flows concerning the new Accounts of Tenants that wish to have their qualification entity as Education in order to be able to purchase Educational products and add-ons from Microsoft.

Synchronization & Vetting Process for New Educational Qualification Accounts


Microsoft has introduced two new parameters when someone chooses the Education qualification as their entity. These new parameters, called EducationSegment, and Website, can be found in the form of fields, under the BSS Account Sync Options, and under the Storefront Details Step(3) (during the checkout process).In essence, these fields are utilized during the vetting process of the Education qualification in order to facilitate faster yet more controlled vetting and consequently simplify the transactions of Academic-priced offers and products for you, your resellers, and their end-customers.

Education Qualification Vetting Affects Only New Customers - Not Existing Ones

All of the new customers must fill in this information so as to proceed with purchasing Educational products from Microsoft.
Existing customers with the Education qualification are not forced to fill in this information.

Vetting Hold Time for the Education Qualification

The waiting period for the vetting process to be completed by Microsoft is usually three (3) days or less.

Affected Microsoft Product Types

Since Microsoft offers both license-based and subscription-based products to customers with Education qualifications, certain Microsoft Product Types that offer such products are affected. These Products Types are:

  • The Microsoft Perpetual Licenses - (license based).

  • The Microsoft Cloud Services (Legacy) - (subscription based).

  • The Microsoft Dynamics (Legacy) - (subscription based).

💡 Currently, there are no available Educational NCE products. However, legacy products are expected to be updated to NCE in the future.

Requirement to Run the Get Services Definition Process

Please note that your BSS organization must receive the two new fields, under the Account Sync Options, otherwise, your new and existing Education tenants will not be able to purchase Microsoft Education products. Therefore, the Get Services Definition process must be run inside each enabled Microsoft Service Manager instance.

If the two fields (EducationSegment, and Website) are not retrieved, after the release note 3.28.91 then one the following error messages will be displayed, to inform the users about the issue.

  • “The purchase of Microsoft education products cannot be completed, due to missing new compulsory information required from Microsoft since the 8th of May 2023. Please contact your Distributor.”

  • “The purchase of Microsoft education products cannot be completed, due to missing new compulsory information required from Microsoft for Education Customers, since the 8th of May 2023. Please contact your CSP.”

Setting the Education Qualification in Storefront & BSS

Limited Functionality in Storefront Affecting the Vetting Process of New Customers Ordering Perpetual(Product Type) Education Products.

Currently, the functionality for vetting new Education customers via the Storefront is limited, when ordering Perpetual(Product Type) Education Products. This means that new Education customers cannot be vetted by Microsoft via the Storefront checkout process.
However, the functionality for vetting new Education customers via the Storerfont is fully available, when ordering Legacy Cloud or Legacy Dynamics(ProductType) Education Products.
Also, the same functionality is fully available from the BSS. In the upcoming releases, the functionality in Storerfont, concerning the Perpetual Education products will be fully available.

These two new fields, EducationSegment and Website, are seamlessly introduced inside the Storefront under the Service Details Step(3)(during the checkout process), for each Account that has enabled the Microsoft Service Manager, and will appear only when at least one product of Educational qualification is in the basket. Their use is limited only for the Education qualification and vetting process since they store the values provided by the Storefront user to be utilized later on during the beginning of the Education vetting process when the two systems (BSS & Microsoft Partner Center) initiate their API communication.

Let’s further analyze the two fields and their operation.

  • Education Segment*: It is, by default, a compulsory drop-down menu containing two predefined values, namely, K12, and Higher Education.

    • K12 (option): It is utilized for schools rangingfrom Kindergarten up to the Twelfth grade (primary and secondary degree of education).

    • Higher Education (option): It is utilized for Colleges and Universities (tertiary degree of education).

  • Education Website: It is, by default, a non-compulsory text field for the Storefront user to fill in their educational website, to make the review process for Microsoft easier. There are no specific guidelines or restrictions for the format of the Education website field since Microsoft only uses it to speed up the vetting process, and it is not mandatory. Nonetheless, the Storefront user should provide a valid website in the correct form (i.e., www.InstitutionName.edu) to help the vetting process.

Saving the Education Fields & Proceeding with the Checkout

Once one of the two options from the compulsory Education Segment field is selected (with or without providing the Education Website address) and the Checkout button is enabled, it can be clicked. The synchronization of the Account with Microsoft begins, and the Education-related fields are saved. At this point, we must clarify that when a Storefront user fills in the Education qualification fields and has never been vetted by Microsoft as an Educational customer in the past, they will have to undergo vetting upon their first purchase of an Educational product through our platform.
These Education fields are therefore required by Microsoft in order for a new tenant with Educational qualifications to be created inside the Microsoft Partner Center.

Let’s further analyze the two fields and their operation.

Once one of the two options from the Education Segment field is selected (with or without providing the Education Website address) and the Save and Synchronize button is clicked, the synchronization of the BSS Account with Microsoft begins, and the Account Sync Options get locked, meaning that the Education-related fields are saved. At this point, we must clarify that when a BSS user fills in the Education qualification fields and has never been vetted by Microsoft as an Educational customer in the past, they will have to undergo vetting upon their first purchase of an Educational product through our platform.
More specifically, the vetting process will be automatically initialized when the customer places an order with an Educational product (via BSS), taking into account the values provided in the Education fields of the Account Sync options. These Education fields are therefore required by Microsoft in order for a new tenant with Educational qualifications to be created inside the Microsoft Partner Center.

Therefore, when the Save and Synchronize button is clicked, a pop-up window appears, informing the BSS user about the flow needed for the tenant to receive the Educational qualification. More specifically, the BSS user has to read and agree with the following pop-up window, in the form of an acceptance request.

Numbered Points

The first point informs the BSS user that for New or existing Commercial or State Owned Entity Microsoft Tenants, the qualification vetting process of Microsoft will be initiated once the customer places an order of an Educational product either from the BSS or from the Storefront. This means that the trigger for the vetting process is the actual order placement of an Educational product.

The second point informs the BSS user that the Educational fields are not required from Microsoft when the customer is an existing Microsoft Tenant with an Education qualification. However, the fields, if filled in, can be utilized for reporting purposes on our platforms.

The third point informs the BSS user that changing Special Qualifications, such as from Non-Profit to Education, cannot be performed via our systems, and the customer needs to contact Microsoft for such matters.

When the BSS Account Sync Options get Saved and Synchronized, the only way to unlock them, is to select the Un-sync Account option. Though, this option is only available when the Account has no subscriptions for this instance.

Vetting Process Status in Microsoft Partner Center

During the vetting process with Microsoft, the status is reflected in the customer’s Microsoft Partner Center account screen.

Flow of Ordering Education Products via Storefront


When a Storefront user places an order for an "Education" product, our system, depending on the circumstances analyzed below, checks the customer's qualification. Then, depending on the customer's eligibility and the Product type of the selected Education product for purchasing, the process either completely stops, in the case of a customer with no Education qualification, or stops but the vetting process is initiated, or it proceeds towards a successful checkout while the Education product is provisioned, in the case of an existing customer having the Education qualification.

The five main points of the flow of a Storefront order containing an Educational product are analyzed via the following theoretical (execution) example.

  1. The systems check the products in the basket.

  2. A review of the qualifications of those products initiates.

  3. A review of the qualifications of the customer’s Account (for which the order is for) initiates.

  4. Qualifications between the products and the customer’s Account are compared.

  5. After the above comparison ends, one of the three following scenarios will be true:

    1. If the qualifications match, then the purchase proceeds and gets completed successfully and instantly by provisioning the Educational product to the customer.

    2. If the qualifications are different (excluding the special Microsoft qualification of State Owned Entity[SOE] which can have two qualifications) and none of the products is of Educational qualification, then the purchase does not go through, and no vetting or other process is initiated.

    3. If the qualifications are different and one of the products is of Perpetual Educational qualification, then the purchase does not go through, even if the two Educational fields are filled in for this customer. Also, an error message appears requesting from the Storefront user to remove the Education product from the basket in order to proceed with the checkout process of the other products inside the basket (whenever applicable), and at the same time, the same error message instructs the user to contact his CSP.

    4. If the qualifications are different and one of the products is of Legacy (Cloud, Dynamics) Educational qualification, then the purchase does not go through, but the two Educational fields need to be filled in for this customer, since the automatic vetting process with Microsoft starts. This means that the customer will have to wait for as long as three days in order to check if the vetting process was successful or not, before attempting to complete the order again.
      Also, an informative message appears requesting from the Storefront user to wait because the order is under review since the vetting process has begun with Microsoft.

Ordering an Education Product via Storefront

In this Order order example of a Perpetual(Product Type) Education product in Storefront, you can witness that the Storefront user has placed an order for a Microsoft subscription product called ‘BizTalk Server 2020 Branch (Education)’, and the checkout process stops because the customer is not an existing vetted Education qualification tenant in Microsoft.

Once the checkout process is stopped, the following informative message informs the Storefront user of the available actions. More specifically:

Flow of Ordering Education Products via BSS


When a BSS user places an order for an "Education" product, our system, depending on the circumstances analyzed below, initiates the vetting process for the customer's qualification. Then, Microsoft performs a validation to examine the customer's eligibility for purchasing an Education plan. As long as the vetting process from Microsoft lasts (for about three days or less), there is an intermediate stage called "in review" where the BSS user cannot continue the order because it is in a "review state". After this "review state", if the customer is eligible, his status gets updated in the Microsoft Partner Center (MPC) account, and the order can then be fully re-executed and provisioned. However, if the customer is not eligible for purchasing an "Education" plan, based on Microsoft's checks, the order cannot be executed at all from either platform.

The five main points of the flow of a BSS order containing an Educational product are analyzed via the following theoretical (execution) example.

Once the vetting process gets completed and the customer is eligible to purchase Education products, the order needs to be re-executed in order to be completed successfully and provision the Education product.
